For our factory in Heerlen/Grobbendonk we are looking for a Tactical Buyer.

The core of this function is to support the global GPO organization locally, on our sites in Heerlen, The Netherlands and Grobbendonk, Belgium.

In this role, the Tactical buyer is a liaison between the internal customers of the two ICL plants and the responsible HUB manager. The tactical buyer executes the local purchasing activities and implement improvements, based on the Hub procurement plan. These supporting activities should bring a better procurement service to the plants and coordinate the activities with the European HQ in Amsterdam. 
You will report directly to Amsterdam HQ and will also have a dotted line operational reporting responsibility to the plant managers in Heerlen and Grobbendonk.

 

Tasks and responsibilities:

  • Hold responsibility for the local procurement’s results & implementation, including compliance with ICL guidelines & organization's framework agreements;
  • Tactical sourcing of (internal) customer requirements;
  • Transform Purchase Requisitions to Purchase Orders in timely manner (mostly in QAD system).
  • Communicate and negotiate with suppliers;
  • Implementation of local contracts and keep them up to date; 
  • Manage the day-to-day interaction with local suppliers;
  • Develop fact base for assigned local spend;
  • Coordinate the internal vendor evaluation on site;

 

Customer Support:

  • Serve as first focal Procurement Point of Contact for the Hub’s sites;
  • Address immediate problems & issues regarding items/services purchased;
  • Handle customer inquiries and complaints by telephone, email and face-to-face;
  • Provide assistance to (internal) customers in using procurement IT systems.

 

Your profile:

  • Bachelor in  Business Administration, and preferably  technical knowledge;
  • NEVI 1 education or willing to study;
  • 3+ years of experience and execution of key procurement processes;
  • Local knowledge of the suppliers’ market;
  • Strong negotiation skills;
  • Must be a go-getter;
  • Excellent interpersonal and communication skills in Dutch and English;
  • Organizational and presentation skills;
  • Cultural awareness - respect and handle cultural differences in a professional and respectful way;
  • Proficient in Microsoft Office;
  • Experience working with an ERP system (SAP and/or QAD).

 

 

Languages:
Dutch and English

 

Location: Heerlen; with the ability to travel to another plant (Grobbendonk, Belgium) as part of the role. The role would require the employee to ideally be present three days a week at our site in Heerlen and two days in Grobbendonk.
